Joshua D. Bloodworth is the Executive Vice President - Legal and General Counsel for Empire State Development (“ESD”). In this role, Mr. Bloodworth is the Chief Legal Officer rendering legal advice to the ESD, its subsidiaries and affiliated entities with respect to all aspects of New York State’s economic development activities.

Among other things, he provides broad-based legal advice and representation to executive and senior management, Commissioners, Directors, Members, financial analysts, and real estate, planning, environmental and design and construction professionals, project managers, and program and other staff.

Prior to ESD, Mr. Bloodworth served as the Deputy General Counsel of the Contracts and Real Estate Division for New York City’s Department of Housing Preservation & Development, and as a partner at Bryant Rabbino LLP representing private, nonprofit, and government entities in real estate transactions. Joshua started his legal career in the real estate and merger and acquisition practice groups at King & Spalding LLP. Mr. Bloodworth is a graduate of Harvard University with a B.A. in History and African-American Studies, and received his J.D. from Harvard Law School.
