Carrie Torres is Vice President of the Department Empowerment, Compliance, and Opportunity for New York State Homes and Community Renewal, with a mission to build, preserve, and protect affordable housing and increase homeownership. Carrie's objective is to promote and increase equitable access to contract opportunities for minority and women owned business enterprises plus service disabled and veteran owned business enterprises across all HCR funded programs. She currently serves on the Governor’s Interagency Taskforce on Health Equity and Diversity, Equity, and Inclusion, addressing and collaborating on real-time equity and human rights related issues across the state. She previously served as a Senior Advisor to the Fund for Public Housing and the New York City Housing Authority. A public-private partnership where she led fundraising initiatives to develop and deliver resident programs for over 500,000 residents in North America's largest public housing authority.
Beyond her professional roles, Carrie is an executive board member of Active Plus, a non-profit organization elevating at risk youth through fitness, mindfulness, and leadership skills, a board member of the Inwood Merchants Association, amplifying the collective voice of vibrant local small business owners and an advisory council member of Sunday Funds, empowering entrepreneurs globally with access to interest-free micro loans. Carrie holds a Bachelor of Science in Political Science from SUNY New Paltz and a Master of Science in Urban Policy and Leadership from Hunter College.
