From Brownsville to the boardroom — Alicka Ampry-Samuel builds bridges, breaks barriers, and brings everybody with her.

With more than 20 years of leadership in housing and community development, Alicka has worked at every level of government to advance policies that strengthen public housing, expand affordable housing, and create economic opportunities. She served as a NYC Council Member, chairing the Public Housing Committee, and later as HUD Regional Administrator for New York and New Jersey, appointed by President Biden.

Her career has also included senior roles at the New York City Housing Authority, where she championed Section 3 workforce compliance, and international work at the US Embassy in Ghana focused on democracy and development.

A Brooklyn native, Alicka brings both lived experience and policy expertise to the fight for housing justice—grounded in her own upbringing in NYCHA’s Marcus Garvey Houses and her vision for resident-centered solutions.

She holds a B.A. from North Carolina A&T State University and a J.D. from CUNY School of Law.
