Lionel Lynch is Head of Workforce Housing Solutions for J.P. Morgan Commercial Real Estate.
Workforce Housing Solutions provides financing for workforce, affordable and mixed-income apartment communities financed with tools other than traditional Low-income Housing Tax Credit (LIHTC) equity. Rents in these projects are more attainable for individuals and families at a wider income range than traditional affordable or market rate housing. Projects include those where all apartments are rent-restricted and also mixed-income housing with a combination of rent-restricted and market rate units.
Workforce Housing Solutions provides balance-sheet construction and permanent debt and also provides valuable insights to entities interested in developing and financing workforce housing, including: health systems, higher education institutions, traditional and impact equity funds, and public sector agencies.
Lionel has held leadership roles in both the private and public sectors. He was a presidential appointee as Chief of Staff for the Federal Housing Administration and Senior Advisor for Housing Finance and Policy at the Department of Housing and Urban Development. He has developed mixed-use and mixed-income real estate projects with private development companies. Lionel was also a Principal at HR&A Advisors, where he advised universities and other anchor institutions, public sector agencies, developers and other clients on projects that catalyzed significant investment in communities throughout the country.
Lionel has both a bachelor’s degree and MBA from Harvard University. He is a member of several civic and professional organizations, including the National Multifamily Housing Council, Real Estate Executive Council, DowntownDC Foundation and Leadership Greater Washington. He lives in Washington, D.C. with his wife and two daughters.
